SUMMARY
This position is responsible for ensuring all functions related to the processing of payroll and benefits are accurate and on time. This position also provides additional accounting support including support for grants accounting, cash receipts, and month end close functions.
 
JOB OBJECTIVES

  1. Payroll & Benefits Administration

    1. Manage the payroll functions and assist in other areas of the human resources information system (HRIS), including the benefits module.

    2. Collect all payroll and employee benefit data and process semi-monthly payroll, ensuring accuracy and timeliness.

    3. Maintain employee benefit and payroll data, including earnings, deductions, taxes, garnishments, and enrollment changes.

    4. Collaborate with payroll and benefits vendors to ensure enrollments and other benefit changes are processed accurately and timely.

    5. Ensure compliance with grant funding and federal, state, and local wage and hour laws.

    6. Work to ensure all wages, benefits, deductions, and tax information is processed properly with One HCM payroll software. 

    7. Reconcile payroll and employee benefits processed, back to invoices, and enrollments, as well as resolve any discrepancies.

    8. Prepare and submit payroll tax filings, including year-end forms.

    9. Maintain a deep understanding of payroll and benefits at MOCSA and be a resource for employees and administration team colleagues.

    10. Complete payroll and benefits new-hire orientation, including direct-deposit, tax forms, timekeeping, I-9 forms, and benefits enrollment.

    11. Provide ongoing support to employees regarding payroll and benefit enrollments, changes and terminations.

    12. Support audits, reporting, and data requests related to payroll and benefits.

    13. Maintain confidentiality of sensitive employee information at all times.

  2. Accounting

    1. Process deposits through remote deposits, in person deposits, and entry into the accounting system.

    2. Verify deposits, payroll, and benefit amounts are accurately reflected in the accounting system and troubleshoot any discrepancies. 

    3. Serve as a backup for other agency accounting and grant accounting.


The responsibilities described represent the primary responsibilities of the job. Other responsibilities may be assigned as warranted by business needs. The incumbent is expected to complete all assigned duties. Grant funds may only be used for the provision of approved activities.
 
KNOWLEDGE/SKILLS/LICENSURE/CERTIFICATION
Minimum Qualifications
Associate’s degree or two years’ experience in human resources, business, or accounting.  Proficiency in Microsoft Office including Excel, Word, and Outlook.  Experience with human resources information systems, benefits, and payroll processing.  
 
Preferred Qualifications
Bachelor’s degree in human resources, accounting, business/nonprofit administration or related field.Payroll or HR certification (e.g., CPP, FPC, SHRM-CP, PHR) Advanced Excel, payroll, nonprofit accounting, deposits and cash receipts, grants accounting, and/or good customer service skills.

Physical Demands
Work is typically performed in an office environment. While performing the duties of this job, employees are regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.

While performing the duties of this job, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve non-routine and complex problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines with frequent interruptions; and interact with staff, administration, funders, and others encountered in the course of work.
 
WORK HOURS
This is a full-time position; business hours are Monday through Friday, 8:30 a.m. to 5 p.m.  Occasional evening and weekend work may be required as job duties demand. MOCSA offers flexible scheduling with a hybrid work setting.
 
TRAVEL
Occasional travel throughout the Kansas City metropolitan area.
 
BENEFITS
Full time benefits include 15 days of vacation, 15 paid holidays, 12 sick days, birthday holiday, winter break, 100% employer sponsored health, dental, vision, life, short-term, and long-term disability insurance, EAP, and 2% 403(b) match.  

The salary range for this position is $57,000 - $72,000. The base salary range for this role is determined by several factors, including but not limited to education, skills, licensure and certifications, and experience.  The upper portion of the salary range is typically reserved for existing employees, and/or those with advanced credentials.
