GENERAL DESCRIPTION
The Consumer Directed Services (CDS) Enrollment Specialist is responsible for facilitating the eligibility, enrollment, and onboarding process for the CDS program on behalf of The Whole Person (TWP). The CDS Enrollment Specialist verifies eligibility for services; assists Consumers with initiating services through the State of Missouri; supports Consumers and Personal Care Attendants (PCAs) with obtaining required tax identification numbers and completing employment-related paperwork; and ensures that both new Consumers and PCAs have all necessary documentation and approvals to begin CDS services with The Whole Person.
Receive CDS Consumer phone calls and walk-ins; complete all required Consumer paperwork; assist new Consumers through the eligibility and enrollment process; and refer individuals who do not qualify for CDS to other available resources.
- Educate Consumers on spend-down requirements and the actions necessary to ensure services are approved and maintained on an ongoing basis, as applicable.
- Process all incoming CDS Personal Care Attendant (PCA) packets and assist PCAs through the onboarding process, ensuring completion of all required documentation.
- Apply for federal and state tax identification numbers and enter information into the appropriate databases.
- Conduct initial background checks for all PCAs, which may include the Office of Inspector General (OIG), Missouri Employee Disqualification List (EDL), and Family Care Safety Registry (FCSR).
- Conduct annual FCSR background checks for all PCAs and assist PCAs with the good cause waiver process, when applicable.
- Maintain ongoing communication with the Missouri Department of Health and Senior Services (DHSS), Consumers, PCAs, and other CDS staff, providing timely updates throughout the eligibility, enrollment, and onboarding process.
- Establish, maintain, and monitor Consumer and PCA enrollment and compliance records, including but not limited to the available PCA list, E-Verify documentation, annual FCSR records, and other required files; ensure proper workflow, accuracy, and secure maintenance of all records.
- Write detailed progress notes documenting all services and interactions in the CIL Suite database.
- Prepare Consumer Training Packets for CDS Case Managers upon completion of enrollment requirements.
- Maintain regular and predictable attendance.
- Valid driver’s license.
- High school diploma or GED.
- 2+ years of proven customer service experience.
- Bi-Lingual in Spanish.
- Knowledge of community services and resources.
- Bachelor’s degree in social work or in a related field.
- Experience working with individuals who have disabilities.
- Maintain confidentiality.
