Title: Chief Programs Officer - Independent Living

GENERAL DESCRIPTION
The Independent Living Chief Programs Officer oversees the operation and administration of the Core Services and Fee-for-Service Program within the Independent Living division. This role focuses on maximizing the efficiency and profitability of fee-for-service programs while supporting consumers in maintaining independence in the community. The Chief Programs Officer will promote The Whole Person's services across all areas and collaborate with community agencies to help consumers achieve their independent living goals. Additionally, the officer will provide information and referrals as needed and assist with audits and surveys conducted by the VR Department, leading any necessary corrective actions.
This position also involves offering advocacy, independent living skills training, peer counseling, and other services to help people with disabilities enhance their opportunities for independent living. The Chief Programs Officer will serve as a role model and mentor to consumers and others with disabilities.
ESSENTIAL JOB FUNCTIONS
- Oversee the administration of core services, including Information & Referral, Advocacy, Peer Support, Independent Living Skills Training, and Transitions, for all consumers in our service areas.
- Assist in preparing the PPR/704 report.
- Responsible for CARF accreditation for the Organization.
- Ability to work with diverse consumers on a cross-disable basis and understand their independent living needs to find resources in the community for referrals.
- Develop and maintain relationships with community organizations and consumers to expand opportunities for community connections. Serve on councils and boards as appropriate.
- Work with other staff to create a network consisting of necessary resources to support consumers in their pursuit of independent living.
- Maintain an up-to-date expertise in disability rights legislation, regulations, and policies relevant to people with disabilities and advocate as appropriate.
- Maintain effective and positive working relationships with all The Whole Person staff as well as other agencies/service providers to encourage referrals, promote cooperation and ensure effectiveness of services.
- Understanding how all the IL Programs and Services operate and work.
- Responsible for assuring all IL Services are being documented and recorded accurately in CIL Suites. i.e., IL goals set, community activities, follow-up notes, any information pertaining to the consumer.
- Responsible for overseeing fee-for-service programs that support the CIL Mission.
REQUIRED SKILLS
- A degree in Human Services or related field.
- Extensive experience and knowledge working for a Center for Independent Living.
- 5+ years of experience working with individuals who have disabilities
- Proficient in Microsoft Office
- This position requires broad knowledge and training in a comprehensive field of study, providing skills in advocating for people with disabilities and a working knowledge of disabilities and disability-related issues.
PREFERRED SKILLS
- CIL Management experience highly desired.
- Special consideration given to those individuals holding a Bachelor’s or Master’s degree in Social Work, Psychology, and significant experience in the disability field.
- Knowledgeable regarding community services.
SUPERVISORY RESPONSIBILITY
This position may be responsible for managing other employees

WORK ENVIRONMENT & PHYSICAL DEMANDS
This position spends a portion of their time in the office but also will travel locally to visit consumers/clients, meet with service providers or attend meetings. While performing the duties of this job the employee has the potential to encounter unpredictable clients. The position has mostly an inside work environment and occasional outside work, traveling from one location to another, with exposure to weather conditions.
