POSITION SUMMARY The Institute for Community Alliances (ICA) is nonprofit organization and a national leader in the administration of HMIS. ICA has administered Missouri's Multi-CoC Implementation since 2014. The HMIS is a web-based database used by over 100 organizations across the state, such as emergency shelters and housing providers, to collect data on households experiencing or at risk of homelessness.
