Coordinated Entry Manager

GKCCEH is seeking a well-rounded, mission-driven, and detail-oriented professional with strong technical and analytical skills to serve as the Coordinated Entry Manager. This is a supervisory leadership role responsible for overseeing Coordinated Entry staff and ensuring the effective implementation, compliance, and continuous improvement of the Coordinated Entry System (CES) across the MO-604 Continuum of Care (CoC).

Coordinated Entry (CE) is a HUD-required practice for all homeless service providers receiving federal funding. As the Lead Agency for the MO-604 Continuum of Care (CoC), GKCCEH is responsible for ensuring full compliance with HUD regulations and best practices related to Coordinated Entry.

Coordinated Entry is a system-level strategy designed to engage, assess, and prioritize individuals and families experiencing homelessness based on vulnerability and other critical factors. Through multiple access points and the use of a standardized assessment tool, CE increases equitable access to housing resources and ensures that the most vulnerable households receive appropriate housing and supportive services.

The Coordinated Entry Manager is a key leader within the community-wide CE system. This role ensures that the MO-604 CoC adheres to HUD requirements while advancing system-level improvements that enhance access, efficiency, and equity. The Manager builds and maintains strong partnerships with housing providers, funders, and community stakeholders to promote effective referrals and positive housing outcomes.

This position collaborates closely with CoC staff, funders, and service providers to coordinate service delivery, support policy implementation, and strengthen system performance. 

 

ESSENTIAL FUNCTIONS:

The duties listed below represent the primary responsibilities of this position and are not intended to be all-inclusive. Additional duties may be assigned as needed.

  • Provide direct supervision, coaching, and performance management to Coordinated Entry staff

  • Manage and oversee the community By-Name List (BNL)

  • Build and maintain strong relationships with housing providers and CES partners to ensure efficient system operations

  • Collaborate with the Coordinated Entry Specialist and data team to automate referral processes and improve data-informed decision-making

  • Provide consultation and guidance to support evaluation and enhancement of the Coordinated Entry System

  • Ensure compliance with HUD Coordinated Entry requirements and other applicable federal, state, and local regulations

  • Foster alignment of CES policies and procedures with ESG, MHTF, and CoC Program written standards

  • Develop strategies to increase provider participation in accepting Coordinated Entry referrals for project vacancies

  • Facilitate Transfer/Grievance Subcommittee meetings

  • Facilitate quarterly CE Assessor trainings

  • Serve as GKCCEH’s staff representative at CE Committee meetings

  • Support and, when necessary, facilitate prioritization and housing solutions meetings

  • Monitor system implementation and proactively address operational challenges




 
  • Conduct Continuous Quality Improvement (CQI) and monitoring of the Coordinated Entry System, including CoC-funded projects

  • Provide general coordination and support for all CE-related projects and initiatives

  • Prepare and deliver regular reports to the Executive Director and Board of Directors regarding system performance, compliance, and progress

  • Expand and strengthen the scope and impact of Coordinated Entry to maximize community-wide access and effectiveness

  • Attend community meetings related to the development and promotion of Coordinated Entry

  • Assist with project scorecards

  • Perform other duties as assigned


MINIMUM QUALIFICATIONS:

 

The ideal candidate will demonstrate strong leadership capacity and supervisory experience, with the ability to support, guide, and develop staff while managing complex system-level responsibilities.

  • Bachelor’s degree preferred in Social Work, Public Health, Public Administration, Counseling, or a closely related field. Consideration will be given to uniquely qualified candidates without a degree.

  • Minimum of two years of full-time experience in coordination and/or evaluation of homeless and housing services (preferred), behavioral health, or human services. Experience should include program management, supervision, and providing technical assistance to support system-level improvement.

  • Strong data management skills, including advanced use of Microsoft Excel and/or Google Sheets.

  • Demonstrated ability to work independently and collaboratively, manage multiple priorities, communicate effectively, and lead staff in a fast-paced, evolving environment.

 

KNOWLEDGE AND SKILLS: 

  • Demonstrated knowledge of HUD Continuum of Care and Coordinated Entry requirements, including compliance standards and best practices.

  • Understanding of homeless assistance programs, housing interventions, and the unique needs of individuals and families experiencing homelessness.

  • Experience supervising staff, implementing policies and procedures, managing programs, and supporting continuous quality improvement efforts.

  • Proficiency with homeless management information systems (e.g., CaseWorthy or comparable HMIS platforms)

  • Strong organizational and analytical skills; excellent written and verbal communication; sound judgment and decision-making; ability to manage competing priorities; and capacity to provide leadership in complex or high-stress environments.

Salary Range: $50,000 - 74,999
