Time: Full-time. Currently Hybrid. Periodic work outside of business hours.

Outreach International delivers solutions to poverty by partnering with communities in low-income countries to build lasting, locally-led programs that awaken their strength to overcome their struggles. We’re seeking a  Global Program Specialist to serve as a member of the Global Program Operations team, which supports mutual capacity strengthening across Outreach International’s worldwide partner network. In this role, the Specialist serves as a technical advisor and partnership liaison for 2–3 partner organizations, fostering strong collaborative relationships. They also provide targeted support on financial management processes between OI and its partners, while contributing to ongoing strategic initiatives alongside the Global Program Operations team and seven international partner teams.

Primary Responsibilities:

Program Liaison and Support 

  • The Specialist will serve as liaison for 2–3 of OI’s international program partner organizations (currently in Africa, Asia, and Latin America). Specific country assignments may shift over time depending on organizational needs. 

  • Coordinate communications between Global Program Operations and other OI departments as needed, proactively providing program updates to Marketing and Development.

  • Monitor reporting & compliance: Ensure program partners submit timely progress reports, monitoring logs, project evaluations, and financial statements that meet OI’s reporting requirements; provide guidance on corrections or improvements.

  • Manage and respond to requests and concerns of program partner organizations, including review of reports, proposals, and other communications.

  • Support program partners in the implementation and management of development projects, with a focus on organizational capacity strengthening, leadership development, WASH, food security, healthcare access, livelihood activities, and economic wellbeing to enable poverty reduction.

 

Strategy 2030 Support

  • Coordinate and support the implementation of OI-wide priorities within assigned partner organizations.

  • With others in Global Program Operations, support and at times lead capacity strengthening initiatives with partner organizations. Initiatives pertaining to organizational governance, financial management, MERL, and marketing & fundraising; all capacities essential for any sustainable organization.

  • Participate in and often lead program assessments, including OI's partnership audits & impact evaluations.

 

Field Finance Support

  • Coordinate with team members and partner staff to ensure that project funding is allocated appropriately. 

  • Strengthen organizational systems for financial reporting from program partners.

  • Lead and engage with partner staff in capacity strengthening activities to improve financial management of their local organizations.

  • Provide support to the CFO with respect to monthly remittances, annual budget development, and other financial tasks specific to our international work.

 

Other Simultaneous Initiatives 

  • Create a positive team environment, adhering to OI's organizational values and management principles.

  • Travel internationally to monitor and support the program outputs and program partner staff. As much as 25% may be necessary.

 

Experience & Skills

Required:

  • Bachelor's degree in a related area.

  • Experience in international, community development, humanitarian or human rights, women's rights, or public health.

  • Experience and proficiency in financial accounting or budgeting for development projects.

  • Ability to think and operate strategically, independently, and creatively.

  • Flexibility - comfortable operating in support and stepping into leadership, including the willingness and ability to act as a spokesperson when necessary, 

  • Ability to manage multiple priorities and meet deadlines.

  • Ability to communicate clearly and work both independently and collaboratively as needed, in a cross-cultural setting with a number of remote working relationships, some outside normal working hours and across time zones.

  • Diverse and complex problem-solving skills as well as strong leadership with initiative, influencing skills, self-awareness, and ability to work effectively with others of diverse skill sets.

  • Strong written and verbal communication skills in English.

  • Extensive experience in Google Drive and Microsoft Office programs, including high-level proficiency in Google Sheets and Excel, and the use of pivot tables, formulas, and charts within.

  • Demonstrate a high degree of honesty and integrity.

  • Ability to foster and maintain a spirit of unity, teamwork, and cooperation.

  • Sensitive in working with multiple cultures and belief sets, and to gender equity.

  • Motivated to stay abreast of professional standards, trends, and issues affecting this set of responsibilities, demonstrating continuous learning of the field.

 

Preferred: 

  • Master's degree or 1-2 years work experience in a related area.

  • Training and facilitation skills.

  • Experience and understanding of extreme poverty and international development work.

  • Written and verbal proficiency in another language (Spanish, Chewa, Khmer, Nepali, Oriya, Quechua, or Tagalog are of interest).
