Position Summary
The Whole Person (TWP) is seeking a dynamic and mission-driven Chief CIL Officer (CCO) to join our Executive Leadership Committee. The CCO provides strategic and operational leadership for all programs and services that support the independent living philosophy and mission of TWP. This includes oversight of Independent Living Skills Training, Peer Support, Advocacy, Information and Referral, Transition Services, and related initiatives.
The CCO ensures that services empower individuals with disabilities to live independently, engage in their communities, and access resources that support choice and self-direction. As TWP’s Authorized Organizational Representative, the CCO also oversees grant compliance and administration.
Essential Functions
Strategic Leadership

Lead development and implementation of strategic goals for core CIL services.
- Align services with TWP’s mission, vision, and independent living philosophy.
- Monitor legislation impacting disability rights and independent living.
Program Oversight

Oversee Independent Living, Youth Transition, Nursing Home Transition, Peer Support, and Advocacy programs.
- Ensure compliance with Rehabilitation Act and CIL performance standards.
- Lead CARF accreditation efforts and continuous program improvement.
Advocacy & Community Engagement

Promote systems advocacy at local, state, and federal levels.
- Represent TWP in coalitions, advisory committees, and public forums.
- Build partnerships with community organizations and stakeholders.
Staff Leadership & Development

Supervise program directors and managers.
- Foster a culture of inclusion, empowerment, and accountability.
- Support staff development in independent living practices.
Compliance & Quality

Ensure legal and regulatory compliance across programs.
- Guide data collection, evaluation, and grant reporting.
- Prepare for audits, site reviews, and monitoring visits.
Financial Oversight

Collaborate on budget management and funding strategies.
- Identify new funding opportunities for CIL growth.
- Ensure cost-effective service delivery.
Qualifications
Education & Licensure
-
Bachelor’s degree in Social Work, Public Administration, Disability Studies, or related field required.
Preferred Education
-
Master’s degree preferred.
Experience
-
7–10 years in disability services or independent living leadership.
- Deep understanding of the Independent Living Movement and disability rights history.
- Experience managing grant-funded programs and leading teams.
-Lived experience with disability strongly preferred.
Skills

Strong leadership, strategic planning, and program development.
- Expertise in disability policy and person-centered practices.
- Excellent communication, organizational, and interpersonal skills.
Physical Requirements

Ability to travel locally and occasionally out of state.
- Flexibility to work evenings or weekends for advocacy or outreach events.
