Job Title: Chief Homecare Officer (CHO)
Reports To: Executive Leadership Committee Chief Administrative Officer (CAO)

Position Summary:
The Chief Homecare Officer (CHO) at The Whole Person provides executive leadership and oversight for all home-based care services, including Home Health, In-Home Services, HCBS, and Consumer Directed Services (CDS). This role ensures the consistent delivery of high-quality, person-centered care that complies with all regulatory standards and supports the mission of empowering people with disabilities to live independently. The CHO plays a key role in strategic planning, clinical oversight, service integration, and operational performance.
Key Responsibilities:
Strategic Leadership
- Develop and execute strategic initiatives to expand and improve homecare services across all programs.
- Align departmental goals with The Whole Person’s mission, vision, and strategic plan.
- Stay informed on federal, state, and local regulations and industry trends to ensure program sustainability and innovation.
Program and Operational Oversight
- Provide direct leadership to program directors and managers in Home Health, In-Home, HCBS, and CDS.
- Oversee program operations to ensure efficiency, quality, and compliance across all service areas.
- Monitor staffing needs, resource utilization, caseloads, and service delivery standards.
Compliance and Quality Assurance
- Ensure all programs meet regulatory, accreditation, and payer requirements including CMS, Missouri Medicaid, HIPAA, and agency policies.
- Lead Quality Assurance and Performance Improvement (QAPI) efforts and maintain strong audit readiness.
- Ensure timely and accurate incident reporting, investigations, and follow-up.
Financial Oversight
- Collaborate with the CFO and finance team on annual budgets, service line financial performance, and funding strategies.
- Monitor billing, collections, and reimbursement processes for all homecare programs.
- Identify cost savings and revenue enhancement opportunities.
Staff Leadership and Development
- Supervise, mentor, and support leadership staff within each homecare department.
- Promote staff development, compliance training, and professional growth opportunities.
- Cultivate a collaborative and accountable culture across departments and teams.
Community and Stakeholder Engagement
- Serve as a key liaison with healthcare partners, state agencies, and community stakeholders.
- Represent The Whole Person in external meetings, workgroups, and advocacy efforts.
- Ensure the voice of clients and families is integrated into service planning and improvement.
Qualifications:
Licensure & Education:
Active Compact Licensed RN in good standing required
Experience:
- Minimum 10 years in homecare or healthcare leadership, with at least 5 years in a senior or executive role
- Strong knowledge of CDS, HCBS, and Medicare-certified home health services
- Proven track record of regulatory compliance, quality improvement, and operational leadership
Skills:
- Strong leadership, team-building, and interpersonal skills
- Strategic thinking with ability to execute large-scale initiatives
- Knowledge of healthcare reimbursement and program funding
- Proficiency in data analysis, reporting, and performance improvement
- Excellent written and verbal communication skills
Work Environment and Physical Demands
This position involves a combination of office-based work and occasional travel to meet with employees, attend meetings, and support organizational initiatives. The role requires the ability to work in a dynamic environment that may occasionally involve interacting with unpredictable situations. Candidates should be comfortable working independently, managing multiple priorities, and adapting to changing circumstances. Reliable transportation and the ability to travel locally are essential.
